This means that you can choose which hospital to receive treatment at - including choosing to travel to a different country for treatment, if you want to - for example if you wanted to be treated at a hospital near where your family or friends live, this is fine, and of course you can choose to be treated at the best hospital you can reach, it doesn't have to be the nearest one or the cheapest one.
